The applicant has brought this application seeking a review of the Ruling of this Court (RUTAKANGWA, MBAROUK, ORIYO, JJJ.A) in Civil Application No 138 of 2012 dated 7th May, 2013, which on account of citing a wrong provision of the law, the application was struck out for being incompetent.
